		<description>There really has to be an international standard document format.

And there is: ODF. The standards lot have also recently added OOXML, Office's new format. I'm not certain that was totally the right thing to do -- I'd much rather Microsoft have been forced to support an existing standard rather than be handed another, but then, the ISA have taken control of the format away from MS and plan to develop some good ODF-OOXML interop systems, and once that happens these problems should go away.
