I have taken the risks of accidentally discovering forbidden knowledge for you and can tell you that Penelope was played by Sonya Walger. Looking at her details on imdb I can't see anything I have seen, but you probably watch things I don't. She was in CSI NY playing Jane Parsons (head of a forensics lab or something). Maybe that is where you have seen her before? Ok.
