If you reduced the number, to say, 5 or 10 pages to be rebuilt at a time, this should reduce the amount of memory used. I've not checked how much memory it uses to rebuild a blog, but I wouldn't have expected it to be anywhere near 18 meg? I shall have a look when I have a chance.
